Licensing Manager - Nuclear
Blykalla is scaling quickly in order to industrialize our small modular reactor (SMR) concept. If you are passionate about nuclear technology and want to make a significant impact, join us!
Are you passionate about nuclear energy and its potential to combat climate change in a fast-growing company? Do you have a strong background in (environmental) licensing and a commitment to sustainability? Our first demonstration reactor is moving from research to reality. To succeed, we need a skilled and dedicated Licensing Manager to join our team and play a vital role in ensuring that the approval of our advanced small modular reactors (SMRs) is minimized throughout their lifecycle.
What we do at Blykalla
Blykalla is a Swedish developer of advanced small modular reactors (SMRs). Built on more than 25 years of research, our lead‑cooled design offers the reliable baseload power that wind and solar need to deliver a fully fossil‑free future. We are a fast‑growing team of experts and innovators who work with urgency, curiosity, and a shared sense of purpose.
What you’ll get to do
As our Licensing Manager, you will play a critical role in obtaining the necessary regulatory approvals and licenses required for the deployment and operation of our SMR technology. You will work closely with regulatory authorities, internal stakeholders, and external partners to ensure compliance with applicable regulations, guidelines, and standards.
Responsibilities:
Build and maintain the integrated licensing project plan, including scope, schedule, budget, risk register, and stakeholder map.
Develop and implement strategies to secure all permits and licences required for a lead‑cooled demonstration reactor and associated fuel‑fabrication capacity in Sweden.
Monitor changes to the Nuclear Act, Environmental Code, and SSM regulations, translating updates into actionable tasks for engineering and safety teams.
Responsible for producing high‑quality documentation—consultation material, PSAR, environmental impact assessments (EIA), and other reports—ensuring completeness and consistency.
Coordinate regulatory inspections, audits, and meetings; manage agendas, action logs, and follow‑ups to closure.
Lead cross‑functional licensing squads (engineering, safety, fuel, construction) to guarantee data integrity, timely deliverables, and transparent decision‑making.
Track KPIs, produce progress dashboards, and present gate reviews to senior management, investors, and external partners.
Proactively identify licensing and project risks; develop and execute mitigation plans.
Champion lessons‑learned and continuous improvement of licensing processes, sharing best practices across the organisation.
Your profile
Bachelor’s degree in engineering, physics, nuclear science, or a related field; Master’s preferred.
Minimum 10+ years’ work experience, and 5+ years’ experience in Swedish nuclear licensing and regulatory affairs, ideally covering both construction and operations phases.
Demonstrated project‑management skills in leading a cross‑functional team on complex licensing or regulatory projects spanning 12 months +.
Formal project‑management certification (PMP, IPMA, PRINCE2 or equivalent) or comparable practical experience is a strong plus.
Fluent in Swedish and English, written and spoken.
Structured communicator who can translate regulatory language into clear, actionable tasks.
Comfortable working independently and collaboratively in a fast‑paced, scale‑up environment.
Nice to have
Familiarity with international nuclear safety standards and guidelines.
Working knowledge of project‑management software (MS Project, Primavera P6, Jira, etc.).
Understanding of advanced reactor technologies and their unique safety features.

About Blykalla
Blykalla is Sweden's only SMR vendor, commercializing lead-cooled fast reactors for industrial use. Based on 20+ years of research, their SEALER technology is a compact 55 MWe unit designed to offer a safe, efficient, and scalable power solution. With a strong foundation within Sweden, Blykalla is well positioned to deliver Europe's first advanced SMR, providing reliable and sustainable baseload energy to power AI and clean industries.
Backed by partners such as Uniper, ABB, KSB, Höganäs, and the Royal Institute of Technology, Blykalla has secured close to EUR 50 million in funding, including a SEK 99 million grant from the Swedish Energy Agency and a EUR 17 million investment from the EU. The company plans to complete its first SEALER reactor by 2030 and begin serial production in the 2030s. By 2050, their technology could generate up to 500 TWh of clean electricity annually, cutting global CO₂ emissions by 0.5 gigatons each year.
