Site Development Manager

Blykalla is building its first reactor in the United States at Idaho National Laboratory (INL), the US Department of Energy’s (DOE) leading nuclear research site.
We’re looking for a Site Development Manager who knows how that environment works and can take ownership of the site and drive it toward construction readiness.
This is a high-impact role at an early stage. You will be directly involved in getting a first-of-a-kind nuclear project built in the US.
Our US program, Fjäll, is targeting first criticality in 2027/2028 and is backed by ~EUR 50M in funding. We are building this program from the ground up which means every hire is foundational.
Your assignment and mission
You will lead all site and project development activities for our US reactor program (Fjäll), working closely with DOE, INL, and internal engineering and program teams.
This role sits at the intersection of:
site host partnership & agreements (INL/DOE)
civil works & infrastructure planning (Phase 0 and beyond)
site-sharing and co-location coordination with strategic partners

Your assignment and mission
1. Site & stakeholder ownership
Manage and develop Blykalla’s relationship with INL and DOE
Drive site use agreements, land access, and institutional approvals
Keep critical processes moving across multiple stakeholders
2. Site development & readiness
Lead planning for site infrastructure (utilities, access, support systems)
Define what “construction-ready” means and get the site there
Ensure alignment between site constraints and engineering design
3. Coordination & execution
Work closely with engineering, program leadership, and external partners
Align site development with design and construction timelines
Identify risks early and drive mitigation
Your first 90 days
The Phase 0 civil design timeline is already active and site agreements are on the critical path. In your first 90 days you will:
Accelerate site use agreements with INL / DOE
Establish the site planning baseline for Phase 0
Identify key risks and dependencies tied to site development
What we’re looking for
Must have
Experience in site development, project development, or infrastructure delivery
Bachelor's or Master's degree in Civil Engineering, Nuclear Engineering, Environmental Science, Project Management, or equivalent.
Background in energy, infrastructure, industrial, or government-adjacent programs
Strong stakeholder management across multiple organizations
Experience working with or within a DOE national laboratory or similar environment
US work authorization
Strong advantage
Existing relationships within DOE or national labs (especially INL)
Experience with permitting, site use agreements, or government processes
Background in nuclear or other highly regulated industries
Experience managing complex programs with multiple parallel workstreams
This role is a strong fit if you have worked at:
A DOE national laboratory
An energy or infrastructure project developer
A large engineering, EPC, or industrial project organization

Compensation & Benefits
We offer a competitive compensation package reflecting the seniority and strategic importance of this role.
Base salary: $145,000–$180,000 annually, depending on location, experience, and background

The salary range reflects our target bands for Idaho Falls and Austin. The final offer will be determined based on qualifications and location.
